The GAL ” Groupe anti-terroriste de Libération ” created by the Spanish government, with the complicity of the French authorities, was the author of the biggest wave of terrorism modern France has even known. Between 1983 and 1987 the French basque country was the scene of dozens of shootings, bombings and kidnappings which left 27 people dead and over 30 seriously injured. The targets were suspected members of ETA, the basque separatist organisation. In order to wipe out basque terrorism, 2 democracies, states France and Spain, found no better solution than the use of states terrorism. How and why? This film responds through portraits and interviews with some of the main protagonists plus rare archival footage. The fruit of a long exhaustive and dangerous investigation.
